Dark Mysteries ran from Master Comics between 1951 and 1955 and earned a reputation as one of the most extreme horror titles of its day — its stories of vampires, corpses and brutal punishments put it among the series examined by the 1954 US Senate investigation into comics.

Why it is public domain

Public domain. The work was published in the United States and its copyright was not renewed, so it may be distributed without restriction.

A note on quality: the source is a period scan from the middle of the last century, so some pages may carry minor defects. That is a property of the original material, not a fault of this edition.
